The daily record of business kept by the Bibyeonsa, the Border Defence Council, which from mid-Joseon was the highest deliberative body, handling the core business of the state. As the council was known for short as the Biguk, the record is also called the Biguk deungnok. All records from before the Imjin War were lost; 273 books survive, covering 276 years from 1617, the ninth year of King Gwanghaegun, to 1892, the twenty-ninth year of Emperor Gojong. The rule was one book a year, but in eventful years two or three were written. The council was abolished in 1865, the second year of Emperor Gojong, yet the record continues to 1892 because the State Council took over its role and kept records in exactly the same form, differing only in name, as the Uijeongbu deungnok. Holding the basic records of the whole of late Joseon government, it was used with the Seungjeongwon ilgi and the Ilseongnok as an important source for compiling the Annals of the Joseon Dynasty. It records faithfully the social and economic changes of late Joseon, which gives it great value as a source.
