Built in 1890, the 27th year of Emperor Gojong's reign, this is a two-storey brick building in the Renaissance style. It was badly damaged during the Korean War, leaving only the tower and a two-storey basement standing, but was restored in 1973. A tower stands to one side, and the main gate is built in the style of a triumphal arch. After Japanese forces assassinated Empress Myeongseong, Emperor Gojong took refuge here with the crown prince from February 1896 to February 1897. During this period the pro-Japanese cabinet of Kim Hong-jip fell and a pro-Russian cabinet led by Park Jeong-yang was formed, and the Independence Club, led by Seo Jae-pil, was founded. The interior of the room where Gojong stayed was decorated in the same Renaissance style as the rest of the building.
