A single commander over the naval forces of Chungcheong, Jeolla and Gyeongsang was an emergency measure of 1593, and Yi Sun-sin was the first to hold it. His headquarters on Hansando was the first such command post. Building here began in 1603. The sixth commander laid out the ground and in 1605 put up Sebyeonggwan and the halls around it. The command stayed in place until the provincial garrisons were abolished in 1895 — 292 years — and the city of Tongyeong takes its name from it. Under Japanese rule most of the compound was demolished as part of a deliberate policy against Korean national memory. Sebyeonggwan alone survived, and has since been raised from Treasure to National Treasure. The rest of the site, long built over with offices and houses, has been partly cleared and reconstructed.
