Naju has been an agriculturally prosperous region since the Three Kingdoms period, thriving throughout the pre-modern era when agriculture formed the basis of industry, and for about 1,000 years, from the Goryeo dynasty through the Joseon dynasty, it held the status of a mok (a major administrative district), making it one of Jeolla-do's leading eupchi. The surviving government office and Confucian school buildings reflect that considerable authority, giving the site substantial value. The location and layout of the Naju government office can be traced in relative detail through old maps and records such as the Sinjeung Dongguk yeoji seungnam, the Geumseong eupji, the Yeojido atlas, and the Naju-mok jido. When reconstructing the structure of a Joseon-period centre of local administration on the basis of excavation results, including the Guest House site, together with historical records, the surviving government-office buildings serve as an important reference point. The Naju Confucian school is a typical example of the layout with the shrine at the front and the school behind, built on level ground. In particular its Daeseongjeon (shrine hall), designated a treasure, is not only very grand in scale but also outstanding in style and formality, making it representative of late-Joseon Confucian-school architecture and giving it great architectural value. The Naju Confucian school is also said to have been, in terms of scale, second only to Seonggyungwan among Joseon-period educational facilities, and it retains its original functions of education and ritual, giving it important value.
