Jukseoru Pavilion and Osipcheon Stream, Samcheok is one of the Eight Scenic Views of Gwandong introduced in Gwandong byeolgok, a poem by Song Gang Jeong Cheol (1536–1593), and is known as the finest scenic spot along the Osipcheon, which flows across Samcheok. The view of the Osipcheon seen from Jukseoru Pavilion, and the view of the pavilion and its cliffs seen from across the river, are both outstanding. The founder and date of construction of Jukseoru Pavilion are unknown, but the Dongan geosajip (the collected writings of Yi Seung-hyu) records that in 1266 (the seventh year of King Wonjong of Goryeo) Yi Seung-hyu climbed the pavilion together with the anjipsa (a regional commissioner) Jin Ja-hu and composed a poem there, suggesting that the pavilion was built before 1266. It is an unusually shaped building with seven bays across the front, two bays on the north side and three bays on the south side, and is currently designated and protected as a national treasure. Osipcheon Stream rises at Baekbyeongsan Mountain in Dogye-eup, Samcheok, and flows across the city to the East Sea; it is the longest incised meander river on Korea's east coast. The rock faces of the Osipcheon gorge formed during the Cretaceous period of the Mesozoic era and have since been eroded and reshaped by long ages of river action, producing the varied limestone-region landforms seen today. The name Osipcheon, meaning "fifty streams," is said to come from the river winding some fifty times as it flows from its source to the East Sea. Jukseoru Pavilion stands where the Osipcheon gorge comes to an end. Here the stream and its surrounding gorge, the karst topography behind the pavilion's cliffs, and the long stretch of pine forest combine with the Taebaeksan mountain range to create a spectacular scene.
