Towangseongpokpo Falls lies in Outer Seorak, in Towang-gol Valley south of Nojeokbong Peak. The Yeojido Seo, in its entry on historic remains for Yangyang-dohobu, records: "Towangseong lies 50 ri north of the seat of government, east of Seoraksan Mountain; its walls were built of stone, and traces of them still remain. It is said that in ancient times King Toseong built this fortress, and that there is a waterfall which plunges down through a gap in the rock face from an immense height." The same account appears, again under the name Towangseong, in the Yangyang-bu Eupji. Towangseongpokpo Falls flows down from Hwachaebong Peak, curves around Chilseongbong Peak, and drops in three linked tiers of 150 m, 80 m and 90 m, for a total height of 320 m; the sight of it falling from the sky is a scene of heavenly beauty, as lovely as if a fairy had spread white silk out over the rocks. The water of the falls flows on through Towang-gol Valley, where it joins Biryongpokpo Falls and Yukdampokpo Falls to form the Ssangcheon Stream. Seong Hae-eung (1760–1839) described the strange and majestic character of Towangseongpokpo Falls in his "Girwandongsansu" (Record of the Mountains and Waters of Gwandong), and Kim Chang-heup (1653–1722), in his "Seorak ilgi" (Diary of Seoraksan Mountain), wrote that it surpassed even Mount Lu in China.
