The basic local administrative unit of the Joseon period was the do (province). Gyeonggi Province, for example, comprised three mok, eight dohobu, ten gun and twelve hyeon — grades of local administrative district — and Incheon Dohobu and Bupyeong Dohobu were two of its eight dohobu. Incheon was elevated to the status of dohobu in 1459, the fifth year of King Sejo, because it was the home region of King Sejo's queen, Queen Jaseong of the Yun clan. The exact date when the Incheon Dohobu Government Office was built is not known. However, an inscription reading 'the 16th year of Kangxi' found on a roof tile during repairs to the Guest House shows that the building was renovated in 1677, the third year of King Sukjong. The layout of the Incheon Dohobu buildings can be inferred from the Incheonbu Eupji (Gazetteer of Incheonbu, 1899). The site now lies within the grounds of Munhak Elementary School, so access and viewing are restricted. A reconstruction of the Incheon Dohobu Government Office can be seen next to Incheon Hyanggyo.
