Jeonnamdocheonghoeuisil was built in 1930 to a design by the architect Kim Sun-ha. It is a red-brick building with one basement level and two storeys above ground; the windows of the second storey are divided into upper and lower sections, so that from outside the building appears to have three storeys, giving it a compact, well-proportioned look. The entire surface from above the entrance up to the roofline is decorated with glass, the corners on both sides of the building are treated with rounded curves, and the windows likewise use curved forms. The railings of the stairway in front of the entrance are also curved, a feature that stands out as remarkably innovative for a building constructed in the 1930s. The building is a valuable example of modern Korean architecture, both because it was designed by one of the very few Korean architects active during the Japanese colonial period, and because it retains a refined sense of form that was ahead of its time.
