This building was one of the government office buildings of Dongnae-bu in the late Joseon period, serving as the office of the military officers known as janggwan. Dongnae-bu was a strategically vital site for national defence, lying adjacent to Japan. In 1655, the sixth year of King Hyojong, it was elevated to the status of dokjin, an independent garrison, and as its military standing was strengthened, an office for military officers was established. Among the police and military staff serving the busa (magistrate) were the gungyo, a term covering the janggwan, gungwan and pogyo. Dongnae busa Jeong Seok founded the building in 1669, the tenth year of King Hyeonjong, and it was rebuilt twice during the reign of King Sukjong. In 1706, the thirty-second year of King Sukjong, Dongnae busa Hwang Il-ha moved it to its present site, where the hyangcheong, the local gentry council office, had once stood. The building has a ㄱ-shaped plan of seven bays across the front and two bays to the side, with jeopsibatchim, dish-shaped supports, at the ends of the purlins. The eaves are gyeopcheoma, double eaves fitted with buyeon (flying rafters), and the roof is a paljak, hipped-and-gabled roof. The attached haengnang, servants' quarters, is a plain mindori-style building of seven bays across the front and one bay to the side. This building is a surviving late Joseon government office in this region and has value in allowing a glimpse of the architectural style of the time. However, repeated structural remodelling and forced joinery had badly distorted it, so it was completely dismantled and restored in 1998. It is currently managed and used by the Dongnae Giyeonghoe, a local society of elders.
