This building was erected in 1901, the fifth year of the Gwangmu era, to serve as the clubhouse of the Jemulpo Gurakbu, a social club for the foreign residents of Incheon. In 1913 it was used as the Jeongbanggak, belonging to the Incheon branch of the Japanese Imperial Reservists' Association; in 1934 it was used by a Japanese women's association; immediately after liberation it served as a US Army officers' club; and from 1947 it was used by the Incheon branch of the Korean National Women's Association. In 1952 it was shared by the city council, the office of education and a museum; the council and office of education moved out in 1953, and the Incheon Metropolitan City Museum relocated in 1990. Following remodelling in June 2007, the appearance of the former Jemulpo Gurakbu was restored, and it is now run as a storytelling museum. It is a two-storey brick building, a splendid piece of architecture that preserves traces of the complex history that followed Incheon's opening as a modern-era port.
