This building, the Gungwancheong, was one of the office buildings of Dongnae-bu during the Joseon period, serving as the duty station for gungwan, military officers. Because Dongnae-bu was a strategically important defence post neighbouring Japan, an independent garrison was established at Dongnae in 1655, the sixth year of King Hyojong. Afterwards, once it also came to command the troops of Yangsan-gun and Gijang-gun, the number of soldiers increased, and the number of mucheong, or military offices, serving as their duty stations would also have grown. It was built, together with the Janggwancheong, as a central institution responsible for military defence, but its exact date of founding is not known. In 1675, the first year of King Sukjong, the Dongnae magistrate Eo Jin-ik rebuilt it, and it was repaired twice more during King Sukjong's reign; according to a ridge-beam inscription found when the building was dismantled in 1982, the Dongnae magistrate Jo Jeong-cheol further extended it in 1812, the twelfth year of King Sunjo. However, during the Japanese colonial period it lost its function as a government office building and was left neglected for a long time. After liberation, as urbanisation of the surrounding area caused it to become hemmed in by high-rise buildings and made preservation and use difficult even if repaired in its cramped setting, it was relocated to the grounds of Chungnyeolsa Shrine in 1983.
