A dondae is a watch post built at a place with good visibility, on a border area or coastal area within the territory, in order to observe enemy movements and prepare against attack. It is usually built on high, level ground, with the outer wall raised high like a fortress and the inner area kept lower, where cannon are installed. Located at the southernmost point of Ganghwado Island, this dondae commands an extremely wide field of view and, because it was built making use of the natural terrain, its ground plan forms a half-moon shape. As an outlying battery with gates set at four points, it was considered important enough that the local government office assigned a separate dondae commander to manage it. It was built in 1679, the fifth year of King Sukjong, when Yun Ije, the Yusu — governor-commandant — of Ganghwa at the time, mobilised eight thousand troops of the Eoyeonggun (Royal Guard) from Gunwi in Gyeongsang-do, acting on the order of Kim Seok-ju, Minister of War.
