This stone stele was erected in 1906, the tenth year of the Gwangmu era, and is the only epigraphic material relating to Yuwongak, the office that handled practical diplomatic affairs with Japan in the late Joseon period. The stele is inscribed with the background and purpose of its erection and the names of those who had it built, giving it, together with the Yakjo Jechalbi stele (a provincial monument), important documentary value for research into Waegwan, the Japanese settlement and trading post in Busan, and into Busan's history and Korea-Japan relations from the late Joseon period through the modern era. The stele pavilion is also unique in being built entirely of stone, unlike the traditional wooden pavilions with tiled roofs, and its form and jointing methods differ entirely from traditional styles, making it a notable subject for the study of the history of architectural production. In particular, given Busan's geopolitical position as a long-standing window for diplomacy with Japan, the pavilion marks a starting point for cultural exchange and transmission between Korea and Japan, and, as a political, social and cultural product of the time it was built, it is a structure of outstanding heritage value.
