Two Americans, Collbran and H. R. Bostwick, obtained a concession for waterworks facilities from the government of the Korean Empire and built this purification plant. Construction began in 1906, the tenth year of the Gwangmu era, and was completed in 1908, the second year of the Yunghui era. All the equipment and fittings used in construction were British and American products. When construction was finished, the daily purification capacity was 12,500 square metres, supplying water to roughly 165,000 people and giving a water-supply rate of 32 per cent at the time. The water-conveyance room is a modern-style brick building. The Je1 Waterworks at Ttukdosuwonji Site is a place of great significance as the first waterworks facility built in Seoul.
