This is a modern-style park created by the Englishman Brown during the reign of Emperor Gojong of Joseon (r. 1863-1907). Because of the ten-storey stone pagoda of Wongaksa Temple standing within it, the park was called Pagoda Park or Tapdong Park, and the Octagonal Pavilion was built at the same time. As an imperial park, it was used as an imperial hall and as a venue for musical performances, and from 1913 it was opened to the general public. It is famous as the place where, during the March First Movement of 1919, students and citizens gathered in front of it, listened to a student representative read out the Declaration of Independence, and then shouted for the independence of Korea and staged a demonstration march. During the Japanese colonial period, it is said that citizens often came here to console their gloomy feelings.
