A dongheon was the office where the magistrate (suryeong) dispatched to each administrative unit under the Joseon dynasty conducted government affairs. This building was originally believed to be Heungdeok Guest House, but when it was dismantled for repair in 1983, a ridge-beam inscription was discovered showing that it was in fact the dongheon originally located in Heungseong Fortress (present-day Baepungsan), moved to this site in 1807, the seventh year of King Sunjo — and its name was changed accordingly. Heungseong is the old name for Heungdeok. When King Chungseon of Goryeo came to the throne (1308–1312), the place name Jangdeok was changed to Heungdeok to avoid a character used in the king's name. It was raised to the status of a county in 1895, the thirty-second year of Emperor Gojong, and in 1914, under the decree merging prefectures and counties, it was combined with Mujang to form present-day Gochang County.
