This building is said to have been used as a banqueting hall for local magistrates in times past, though the date of its construction is unknown. It was also known as Dogyemunnu, and since the site of a government hall survives to the east, it appears to have been the gate tower of the Samga-hyeon county office. It is a two-storey pavilion measuring three bays across the front and two bays along the side, with an ornate hipped-and-gabled roof whose sides flare out like the Chinese character for 'eight' (八). A railing runs around the outside of the second-floor veranda. Samga Giyangnu is the oldest pavilion building in Hapcheon County.
