Mangseollu Pavilion was an auxiliary pavilion of the government office of Cheongju-mok, the Joseon-era administrative district of Cheongju; its original name was Chwigyeongnu. Records state that in the tenth year of King Gongmin of Goryeo (1361), after repelling an invasion by the Red Turban rebels, a state examination was held in Cheongju on the way back to the capital Gaegyeong to mark the victory, and the list of successful candidates was posted here. The pavilion was repaired in the seventh year of King Sejo (1461), when Han Myeong-hoe is said to have given it the name "Mangseollu" on its plaque. During the Japanese colonial period it faced demolition to make way for the construction of Mudeokjeon, a judo training hall for the Japanese military police, but through the efforts of Kim Tae-hui it was relocated to Jeil Church in 1923, and in December 2000 it was moved again, to its present site in Jungang Park. The building has five bays across the front and three bays on the side, and is a two-storey wooden structure built in pavilion style. Its roof is a hip-and-gable (paljak) roof, the most ornate type, whose sides form the shape of the character 八 (eight).
