A dongheon is a local government office building of the Joseon period, where the magistrate of a county carried out public duties such as general administration and trials. After taking power, Heungseon Daewongun renovated government office buildings throughout the country in order to establish the dignity of official authority. As part of this programme, the building was erected in 1871, the eighth year of Emperor Gojong, by County Magistrate Jeong Gi-hwa. After liberation it served as Hongsan police substation, and in 1984 Buyeo County repaired it to its present form. It measures seven kan (a traditional unit of a bay between columns) across the front and two kan along the side, with a wooden-floored daecheong hall at the centre and heated ondol rooms of differing sizes to either side. The roof is a hipped-and-gabled paljak roof, whose side profile forms the shape of the character 八 (eight), expressing the dignity befitting a government office. The Lee Jeong-u House, standing in front of the government office, is a building that was used as the gate house and the criminal affairs bureau (hyeongbangcheong).
