A dongheon was a provincial government building of the Joseon period, where the local magistrate carried out public duties such as general administration and trials. Seongju Seongsangwan Hall served as the dongheon of Seongju-mok; it originally stood on the site of what is now Seongju Elementary School but was moved to its present site in 1657, the eighth year of King Hyojong. It was repaired several times afterwards and underwent major renovation in 1871, the eighth year of King Gojong. The building is five bays wide and two bays deep, with a hipped-and-gabled paljak roof whose profile resembles the character for "eight" (八). On the right are two bays of ondol-heated rooms, while the rest of the floor is laid with wooden umulmaru flooring. Viewed from the front, it is distinctive for its tall, column-like foundation stones and its floor raised well above the ground. This raised-floor construction, commonly called gosangsik, was built in the southern regions, where wooden floors are the main living surface, in order to avoid dampness rising from the ground. The same structure survives at Yangjindang House in Sangju, offering a point of comparison.
