Goesan Government Office was erected in the early Joseon period as a government office building and is presumed to have been repaired on several occasions. After the Japanese colonial period it continued to be used as a government office building and was altered in the process, losing its original form. Until recently it was used as the official residence of the Goesan Tobacco Leaf Production Cooperative, but during repairs in 1996 it was restored to its form as a dongheon, a local government office building. It measures four bays across the front and two bays to the side, and is a wooden building with a hipped-and-gabled roof, whose side profile resembles the character 八, meaning eight.
