This building is the hyeongbangcheong (office of criminal affairs) of the local government office (gwana) of Hongsan-hyeon during the Joseon period. It is a wooden building in a folk-house style rebuilt in 1871, the 8th year of King Gojong, and its signboard at the time read Bihong Chucheong. It is a ten-kan, east-facing building on a Ⓒ-shaped plan. Originally, the central hall (daecheong) and the southern annexe had wooden floors. The northern main section held two one-kan ondol-heated rooms fitted with two-leaf lattice doors. Square wooden pillars stand on natural stone foundation stones, forming a napdori-style building without bracket sets (gongpo). Head blocks (jutdu) sit atop the pillars, with a changbang beam running around them; above the changbang, four soro blocks are placed in each bay, and above these rest jangheo beams and an oemokdori purlin. The southern annexe measures four kan across the front and one kan in depth, with an open veranda bay added at the front. It has a hip-and-gable (paljak) roof; the roof frame rises from tongjaju posts set on the main beam to support the ridge beam (jongnyang) and an inner purlin, with a trapezoidal support on the ridge beam carrying the ridge purlin. The ceiling is an exposed-rafter ceiling, and the eaves are single eaves without buyeon fascia rafters. Among Joseon-period local government buildings, examples of a hyeongbangcheong are rare, giving this building great value for preservation as cultural heritage.
