Anti-Western steles (cheokhwabi) were erected at important locations throughout the country on the order of Heungseon Daewongun, who had led Joseon to victory in the French invasion of 1866 (Byeongin yangyo) and the American invasion of 1871 (Sinmi yangyo) during the reign of Emperor Gojong, in order to reject Western powers and impress this stance upon the entire population. The stele's body stands on a plain base stone that appears to be modelled on a turtle, and the upper corners of the stele have been bevelled at an angle. It was erected in 1871, the eighth year of Emperor Gojong's reign, but at the time of the Japanese annexation of Korea it was broken into two pieces and buried by Japanese; it was discovered when Sancheong Elementary School was built, and has since been restored on the school grounds.
