An eupseong is a walled town built to protect the residents of a county or district while serving both military and administrative functions. In 1416, the sixteenth year of King Taejong of Joseon, Daejeong-hyeon was established as part of the reorganisation of Jeju Island's administrative districts, and two years later the magistrate Yu Sin built this town wall to protect the people. Unlike ordinary town walls that follow mountains and valleys, this one was built amid houses and fields. The wall is about 1,614 m in circumference and about 5.1 m high. Today traces of its original appearance can be seen here and there within the wall; only three gates — east, west and south — were built, and a north gate was never constructed. Government offices and storehouses once stood at its centre, and to defend the area more than ten beacon-fire stations (bongsudae) were set up to signal the approach of invaders over long distances.
