This stele was erected to publicise a five-article agreement that Yun Ji-wan, who travelled to Japan as a diplomatic envoy (tongsinsa) in 1683, the ninth year of King Sukjong of Joseon, concluded with the lord of Tsushima Island on handling problems arising at the Waegwan, the Japan House trading post. It consists of a rectangular stele body with a rounded top set upon a square base stone. The inscription reads, in summary: first, anyone crossing beyond the forbidden boundary shall be put to death, regardless of the seriousness of the matter. Second, if the giving or receiving of nobuse, an illicit passage fee, is discovered, both giver and receiver shall be executed. Third, anyone who enters the quarters in secret to conduct illicit trade when the market is open shall be executed, on either side. Fourth, when supplying goods every five days, clerks, storekeepers and interpreters must not seize, drag out or beat Japanese people. Fifth, criminals from either side shall be executed together outside the gate of the Waegwan. People at the Waegwan who have business to attend to may travel to and from the offices of the hundo and byeolcha, the Korean liaison officials, provided they carry a pass issued by the Waegwan's sajik, the Japanese overseer. The stele was erected in the eighth month of 1683, and originally stood in Yongdusan Park, the site of the former Choryang Waegwan; it was moved to the Busan Metropolitan City Museum in 1978.
