Korea Heritage Service · khs.go.krTongjeyeong Hakdang is regarded as Korea's first naval academy. It was also known as Joseon Susahaebang Hakdang and Chongjeyeong Hakdang. Having gone through the Byeongin yangyo (the French campaign against Korea, 1866), the Sinmi yangyo (the United States expedition to Korea, 1871), and the Treaty of Ganghwa (1876), the Joseon government established Tongjeyeong Hakdang with the aim of training naval commanders. In February 1893, as the existing naval organisation was reorganised along modern naval lines, the government, in order to train the personnel this required, promulgated in March of the same year a decree establishing Tongjeyeong Hakdang as a school for training naval officers and petty officers. A school building was newly built near Gapgotjin, and the academy opened in October 1893 with the recruitment of 50 officer cadets and 300 sailors. Upon its opening, British officers including W. H. Callwell were appointed as instructors and provided training, but education could not proceed smoothly owing to the effects of the Donghak Peasant Revolution and the First Sino-Japanese War, which broke out the following year, and the school was closed in October 1894 under pressure from Japan.
