Tongyeong Fortress was built for two purposes: to defend against Japanese raiders and to separate the residential area from the area where people made their living. Construction began in 1678, the fourth year of King Sukjong of Joseon. The fortress combines flat and mountainous terrain: about 1,000 m of the ridges on either side of Yeohwangsan Mountain, which rises to 174.2 m above sea level, was built of packed earth, while the rest was built of stone. The fortress wall is 2,800 m in circumference and 4.5 m high. The fortress originally had four main gates, two secret gates (small gates built so that the enemy or an opposing side could not detect them) and three artillery towers, but houses have since been built within the fortress, and only a few gate foundation stones now remain.
