Soeulbipo Garrison Fort in Goseong is a fortress built along the coast by the Joseon navy for combat. It first appears in the historical record in 1448 (the 30th year of King Sejong), in Volume 121 of the Veritable Records of King Sejong, which notes that the area was then a stand of pine trees cultivated for shipbuilding timber. The place, formerly called Saryangjin, was renamed Soeulbipo in 1455 (the first year of King Sejo), because it was the seat of the naval commander's headquarters (sugun manhoyeong) guarding the harbour (po). The Daedongjiji (Comprehensive Geography of the Great East) records that 'Soeulbipo fortress lies 47 ri west of the county seat and was built in 1491 (the 22nd year of King Seongjong); its circumference is 835 cheok (250 m). A gwongwan, a junior ninth-rank officer in charge of a small local garrison in the Joseon period, was dispatched to Soeulbipo fortress.' The somojin, a post for mustering troops, was moved to Geoje in the 37th year of King Seonjo's reign and brought back here in the 39th year. At that time the place name changed from Sobipo to its present name, Soeulbipo, and the fortress was built at the end of a hill ridge on the eastern side of a harbour set deep inland. The fortress is semicircular in plan, with a circumference of 330 m and a main wall 5–6 m thick. The wall was built using a method similar to that used for Joseon-period town walls (eupseong). Three gate sites and a chiseong, a projecting bastion for flanking fire, have been identified, along with building sites within the fortress, including traces of a workshop.
