Korea Heritage Service · khs.go.krKing Jeongjo of Joseon (r. 1776–1800) moved the tomb of his father, Crown Prince Sado, from Baebongsan Mountain in Yangju to the foot of Hwasan Mountain in Suwon, and relocated the existing town of Suwon to the foot of present-day Paldalsan Mountain to build a new city. To settle the newly resettled residents, he planned to build a fortress wall and renamed Suwon as Hwaseong. To secure an economic basis for running the new city and to stabilise the people's livelihoods, Jeongjo also established dunjeon, fields attached to the royal palaces and government offices, and gave various kinds of policy support, including irrigation water for farming, the building of embankments, the protection of commerce, and tree-planting projects. Mannyeonje, built in 1797, the 21st year of King Jeongjo's reign, lies just below Hyeollyungwon, the tomb of Crown Prince Sado on Hwasan Mountain. Together with facilities such as Seodun and Seoho Lake in Suwon, Mannyeonje is an important historic site that shows Jeongjo's policy of encouraging agriculture at the time.
