Jepo Fortress Site was first established at the end of Goryeo, in the second year of King Gongyang (1390), as a naval garrison to defend against Japanese pirates, and in early Joseon, under King Seongjong, it became the site of a military camp where the Right Naval Command of Gyeongsang Province was stationed. As the principle that naval forces should defend only from their ships broke down under King Seongjong, naval garrisons were established at twenty-two locations across Gyeongsang and Jeolla provinces, among others; this fortress was begun in the sixteenth year of King Seongjong (1485) and completed the following year. The fortress site made use of the natural terrain, running from the mountain summit along the ridge down to the coast, with a foundation laid using natural stone. Outside the gate stands a small auxiliary fortification built to protect it, and around the walls a moat was dug at regular intervals.
