This two-storey building, faced in exposed red brick, was the first elementary school built in Daejeon after the Japanese colonial authorities promulgated the Joseon Education Ordinance in August 1911. It was erected to meet the need for a primary school for Japanese children, after construction of the Gyeongbu railway line brought a large influx of Japanese settlers to the area. In keeping with the contemporary trend towards greater use of glass, many windows were set into the front and rear elevations as well as both sides, and the entrance was designed, as at the Chungcheongnam-do Provincial Office, so that a distinguished visitor's car could draw up directly at the door. Round windows were also set into the facade, bringing natural light into the interior while creating an aesthetic contrast with the rectangular vertical windows around them.
