Daebangjin Gulhang is the site of a naval garrison at Guryang, established during the Goryeo period to defend against the frequent raids of Japanese pirates along the Korean coast. Afterwards Guryang was closed and fell into decline, but during the reign of King Sunjo of Joseon (r. 1801–1834), the army and navy commander of Jinju built an embankment to create a gulhang, a dredged, enclosed boat harbour, in order to maintain military communication between Changseondo Island under the jurisdiction of Jinju-mok and the naval commander at Jeongnyang. At the time, some 300 standing troops and two warships were permanently stationed there, using it as a mooring for naval vessels and a defence against Japanese pirates. It is said that thousands of people were mobilised from 73 townships under the jurisdiction of Jinju-mok to build Daebangjin Gulhang, which was completed around 1820.
