Originally located on a hill in Seonyeon-ri, Okgu-gun, it was moved to Sangpyeong village after being incorporated into a military airfield in the late Japanese colonial period, when it was called Gyeonghyeonjae; it was rebuilt again in 1967 to reach its present form. It is said that when Choe Chi-won returned from Tang China to find the world troubled and public sentiment unsettled, he would climb Jacheondae and read books there to ease his worries and cares. The building is a two-storey pavilion measuring three kan across the front and one kan to the side, with a hip-and-gable roof that forms a shape resembling the Chinese character for "eight" (八) when viewed from the side. The brackets made to support the eaves of the roof are finely painted with multicoloured patterns.
