A sajeokbi is a stele recording the facts or traces of a particular event or undertaking. This stele records how Kim Yeong-su, who took up the post of Left Naval Commander of Honam (the Jeolla region) in 1773, the forty-ninth year of King Yeongjo of Joseon, rebuilt the walls of the Jeolla Left Naval Headquarters on a grand scale, reorganised the troops, and prepared military equipment and other supplies; it also records the preparation of wolgwami, a rice tax levied monthly by the central government on local government offices, and of unhulled rice without awns. The stele, housed within a stele pavilion, has its body set on a square base stone and topped with a capstone; carved horizontally across the front of the body is its title, the Hojwa Naval Headquarters Suseongchangseol Memorial Stele. The inscription is written vertically in fourteen lines of forty-two to forty-five characters each. It was erected in 1779, the third year of King Jeongjo, through the joint efforts of local soldiers and monk soldiers. The stele is a valuable source for understanding the facilities and equipment of the Jeolla Left Naval Headquarters in the late reign of King Yeongjo and the early reign of King Jeongjo, how its running costs were met, and the cooperation of local people, including soldiers and monk soldiers, making it useful material for understanding the history of the Honam region as well.
