These are the pedestals of steles standing on either side of the front of the former government office building in this area; on both, neither the stele body nor the capstone survives. Whereas most stele pedestals take the form of a turtle, the head of this pedestal is closer in shape to a haetae, a mythical lion-like guardian creature. The head faces upward, the eyes are wide open, and the mouth holds a boju, a sacred orb, raised with great force. On the back, a U-shaped pattern is carved in three layers. The turtle head of the pedestal on the opposite side is drawn into a hunched form, giving a more stylised impression; its body is made relatively flat, with a hexagonal pattern clearly carved on the back. Originally standing near the fountain in front of the city hall, it was moved to its present site in 1982.
