This Confucian academy was built to commemorate the scholarship and virtuous conduct of Kim Mun-gi (pen name Baekchon, 1399–1456). Kim Mun-gi was a civil official of early Joseon who served as Vice Minister of the Ministry of Punishments and Minister of the Ministry of Works, and in 1456, the second year of King Sejo, he was implicated in the case of the Six Martyred Ministers and executed. Deogyangseowon was founded in 1625, the third year of King Injo, and was dismantled in 1868, the fifth year of Emperor Gojong, under Heungseon Daewongun's order abolishing Confucian academies. It was restored in 1948 by the local Confucian community. The principal buildings on the grounds are Sangchungsa Shrine and Gyeonguidang Hall. Sangchungsa Shrine enshrines the spirit tablet of Kim Mun-gi, while Gyeonguidang is a lecture hall measuring four kan (bays) across the front and two kan deep, with a wooden-floored hall at the centre flanked by underfloor-heated (ondol) rooms on either side; it was used as a meeting place for the local Confucian community. The academy also has a spirit gate used by officiants performing the rites, a hall for preparing ritual food, east and west dormitory quarters used as lodgings, and a kitchen quarters where the caretaker lived. A memorial rite is held here every spring.
