This is one of the government office buildings of the Joseon period, the central building where the general administrative affairs of the Cheongdo region were handled. It was built around 1737, the thirteenth year of King Yeongjo, and was relocated to its present site and rebuilt around 1956. It is said to have originally faced east, but its orientation was changed to west when it was moved. Measuring seven bays across the front and three bays to the side, the building was used as Doju Academy during the Japanese colonial period, and is now used as Hwayang Elementary School.
