Built in the chulmok-ikgong bracket style under a hipped-and-gabled (paljak) roof, the pavilion appears to have been influenced by the datjip, a canopy structure found above Buddhist altars, as well as partly by foreign architecture such as that of China. It is an unusual building unlike the typical form of a jeongnyeogak, a pavilion erected to commemorate virtuous or filial conduct, and the rarity of its architectural style, together with the strong reflection of the characteristics of its period, region and folk customs, gives it high value as material for academic study. Byeon Hyeong-gyu served as Jwabu-seungji (Left Deputy Secretary) of the Seungjeongwon, the Royal Secretariat, and during the great famine of the byeongja year (1916) he devoted himself to relieving the poor; in gratitude, his home region (Uiryeong and Changnyeong) erected a yeongdeokbi, a stele praising virtuous conduct, in his honour, and he remains an exemplar admired by his descendants.
