This was the first waterworks facility in Gangwon Province, built to supply drinking water to the residents of Cheorwon-eup; as of 1937 it served about 500 households. The sedimentation basin and four water-supply facilities arranged according to elevation survive in exactly the positions they occupied at the time of construction. During the Korean War, residents classified as anti-communist figures were brought here and detained; in October 1950, as the retreating forces fled ahead of the South Korean army's northward advance, they shot or buried alive roughly 300 of these people in the water tanks here before fleeing. This is the site where that took place.
