This building is the oldest surviving government office building in Taebaek. It was established as the Taebaek branch of the Samcheok Registry Office; after the branch was upgraded to a full registry office and relocated to Hwangji-dong, the building was used as the Jangseong-eup office of Samcheok County. The building has a symmetrical plan centred on a stairwell at its core, with the ground-floor entrance and the roof of its rooftop structure using cantilevers to emphasise the central axis. Modern architectural techniques are clearly evident in its restrained use of ornament and its repeated use of vertical louvres.
