Factory No. 1 of the Guui Filtration Plant was built in the 1930s, during the Japanese colonial period, when the expanding scale of Gyeongseong-bu (present-day Seoul) created a need to expand the municipal water-supply facilities. Factory No. 1 contains the oldest surviving rapid filtration basin in Korea, with more than thirty times the efficiency of the earlier slow filtration basins, and its original form is well preserved. Unlike Factory No. 1, which was built with Japanese technology, Factory No. 2 was built in 1959 with American aid and technology. The upward-downward flow rapid coagulation-sedimentation basin found here was an advanced new technology for its time, and it is the only one of its kind to survive in Korea. This basin was a groundbreaking water-treatment facility, able to carry out mixing, coagulation and sedimentation within a single tank and so requiring a smaller installation area; its original form survives intact. In both factories, the entire process of the water-supply facility — from intake through chemical treatment, mixing, coagulation, sedimentation and filtration to purification — is well preserved.
