Deokhyeong Hall is an educational facility built on a circular plan in the modern modernist style, designed by the architects Lee Cheon-seung and Lee Yeong-rae. A spiral staircase is placed at the centre of the circular plan, and the space is divided equally into six sections containing five classrooms, one lavatory and a stairwell, with a cylindrical form featuring an outer balcony; as one of the few circular school buildings constructed in Korea in the 1950s, it has great architectural-historical value. According to a commemorative bronze plaque discovered for the construction of Deokhyeong Hall, most of the total construction cost was borne by the students' parents, and according to the testimony of Chu Wol-yeong, the school principal at the time (given at the fortieth-anniversary graduation event in June 1997), a large donation by Yun Gye-seong, a local notable, is said to have been of great help in completing the construction of Deokhyeong Hall at a time when the project was at risk of being halted.
