The archive building was constructed as a document repository when the Mokpo Japanese Consulate was repurposed as the Mokpo-bu Office during the Japanese colonial period. Its plan is a rectangle with a narrow front and considerable depth; the gable at the centre of the façade is treated as a pediment, and the roof eaves are finished below with neatly dressed stone projecting vertically in a cornice-like form, illustrating well the archive style of government offices of the period. The air-raid shelter is one of many built at strategic points across the Korean peninsula by the Japanese colonial authorities in preparation for the possibility that the Second World War would reach Korea. As a surviving remnant of the war facilities of the late colonial period, it is valuable as a site that bears witness to this painful history.
