The Hoemun Watchtower was built with funds raised by local residents for the defence of the area during the period of confrontation between democracy and communism after Korea's liberation. At the time of construction, the first floor was used to store guns, ammunition and other equipment, the second floor served as a night-duty room, and the third floor is said to have been used as a firing position equipped with a machine gun and other equipment, although the third floor has since been lost. The watchtower vividly illustrates the unsettled state of public security in the period after liberation, and it has historical value as a structure offering a glimpse of the turmoil of that era in modern Korean history, including partisan guerrilla activity and the suppression of armed communist bands by the police.
