Seo Dong-il fled to Beijing, China, in January 1923, and when the Kuomintang was organised there to recover national sovereignty by training an army and winning independence by force, he joined it, raising funds for the cause in the Daegu area of North Gyeongsang Province and delivering them to Beijing. In 1925, when Damuldan, a group that adopted "silent action" as its guiding principle for eliminating Japanese collaborators, was organised, he joined this too and carried out fund-raising activities. He was eventually arrested by the Japanese police and imprisoned — an independence activist.
